Sheffield Wednesday Confronts Serious Challenges, States New Football Authority

'Our role is integral to football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's current difficulties represent a a "serious issue" and the new football authority is seeking powers to examine team situations in comparable cases, the recently named head the regulator has announced.

Through a comprehensive talk, Kogan, who was recently selected, voiced concern towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the football team recently.

The Championship side have been struggling on and off the field in 2025, with the club failing to pay players on time on multiple instances, including in September.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the iconic names for English football and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have the club and similar situations referred to us if they warrant scrutiny and addressed."

Economic Challenges and Proprietorship Status

The team's struggling chairman the current owner stated during the off-season he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Missed wage deadlines on time in earlier this year caused limitations by the league officials in June, blocking the team from conducting any player acquisitions for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The chairman stated: "Our role exists to serve the fans of Sheffield Wednesday, Bury or any football club where people are committed to a community organization that has been part of their lives in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the supporters."

Questioned about whether the oversight body could require an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to work with them.

"The last thing what we want to do is start getting involved with an specific team, an particular chairman, without being in a position to cooperate with that chairman to fix the issues that the club's facing and the owner's facing," Kogan said.

"However, realistically, when you look back over the history of the game, over the recent generations there have been particular chairmen, few in number, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately decline to assume obligation for the long-term prospects."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to explain the responsibilities of the oversight body this week and insisted it was a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because if we get it wrong, if the football community fails, the significant advances achieved necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a major achievement - we've got to keep it going.

"There's an enormous amount of money entering the sport and has been invested for the past two decades, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an economic entity of the top division.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of the nation. But simultaneously, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the opposition group in the past.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any type of partisan engagement."
